This SGP asks validators and delegators to endorse restructuring Solana's base transaction fee into a fixed base inclusion fee paid to the block leader and a separate resource fee that scales with requested transaction cost and is 100% burned. A "yes" is a mandate to pursue that fee model; the detailed mechanism is specified in [SIMD-0553][simd-0553].

How to read this

Support is not a vote

A proposal first has to gather a share of cluster stake behind it. Only then is a ballot scheduled. Validators expressing support and validators casting votes are different populations, and only the first exists before a ballot opens.

The outcome is derived, not read

The program stores no verdict. Finalizing a proposal locks the tallies and nothing else. Approved and Rejected here are this site applying the published two-thirds rule to those totals. If governance.solana.com ever disagrees, they are right and this is wrong.

Stake is measured at a snapshot

Vote weights come from a stake snapshot taken at a fixed slot, not from live stake. The snapshot total is not published on chain, so participation is only shown for proposals whose total has been recorded by hand, never borrowed from another proposal.
